Construction of the building was done with the financial contribution of Dr. Mohan Kumararathna and Savithree Kumararathna, who are residing in California State, America, and the design and construction were done by the Civil Engineering Division of the Sri Lanka Navy.
Maha Sangha, including Ven. Aggamaha Panditha Walpola Piyananda Thero, Chief Incumbent of Sri Maha Viharaya, Pamankada, and Dharmavijaya Vihara in USA, Minister of Justice Wijedasa Rajapakhe, public representatives including Parliamentarians Sarath Weerasekara and Yadamini Gunawardena, and a group of devotees, participated in the event.
