Prime Minister and Minister of Education, Higher Education and Vocational Education, Dr. Harini Amarasuriya, stated that preschool education is considered the most critical stage in shaping a child’s future educational journey, and the government is committed to ensuring quality of Early Childhood Education. The Prime Minister further emphasized the need for proper supervision and monitoring of early childhood education programmes across all provinces.

The Prime Minister made these remarks while participating in a certificate awarding ceremony held on June 05 at the Kurunegala Provincial Council Auditorium for diploma holders of the 2023/2024 Preschool Teacher Training Diploma Programme conducted by the North Western Preschool Teacher Training College during her education inspection tour in the Kurunegala District.

The diploma awarding ceremony was jointly organized by the Early Childhood Education Development Authority and the North Western Provincial Council. The North Western Preschool Teacher Training College is one of Sri Lanka’s leading state training institutions dedicated to strengthening early childhood education, particularly within the North Western Province.

During the event, invited speakers briefed the newly qualified diploma holders on the Government’s policy direction regarding early childhood development.

Addressing the gathering after presenting diploma certificates to the Diploma Holders, the Prime Minister stated:

We are planning to establish stability in early childhood education over the next few years. In order to achieve this, we are working in collaboration with the National Education Commission, the Ministry of Women and Child Affairs, and the Ministry of Education to develop policies, standards for teacher training, and the regulatory mechanisms required for effective monitoring and implementation.

We are also making arrangements to commence preschool teacher training programmes this year. Through these efforts, we expect to introduce a common curriculum for preschools across the country by 2027. It is equally important to create a proper understanding within society about the purpose and value of preschool education.

The primary objective of preschool education is to prepare children for their future primary education. Therefore, preschool education should focus on developing essential skills such as motor abilities and other age-appropriate competencies.

As parents and adults, it is our responsibility to ensure the path for children to develop social skills and knowledge in ways that are suitable for their age, without placing unnecessary burdens on them. As preschool teachers, you play a significant role in communicating to society what we truly expect from early childhood education

Prime Minister Dr. Harini Amarasuriya, Minister of Education, Higher Education, and Vocational Education, stated that a main component of new educational reform process is to create a younger generation equiped with technology by empowering the school teaching and learning process with digital devices, and that a special program is being prepared to carry out this digitalization process based on student protection criteria and policies related to digitalization.

The Prime Minister made these remarks while participating in the national ceremony held at NW/Ibbagamuwa Kiribamuna Vidyalaya to hand over the smart boards given to secondary schools under the program to digitalize the education system, following an educational monitoring visit in the Kurunegala District on June 05.

This project was implemented to provide necessary smart board equipment to those schools identifying the secondary schools that do not possess smart boards across the island under the coordination of the Ministry of Education and the guidance of the Digital Task Force to the Prime Minister’s Office. Accordingly, 2890 smart boards have been provided to secondary schools across the country following the provisions of 1.6 billion rupees allocated by the Ministry of Digital Economy.

Further, under the project implemented by the Telecommunications Regulatory Commission, 1000 schools, and under the grants of the Republic of China, 500 schools, making a total of 4390 schools, have already been provided with smart boards.

On this occasion, the handing over of the Smart Board classroom received by Ibbagamuwa Kiribamuna Vidyalaya under the project to the students took place under the patronage of the Prime Minister. Following the distribution, the Prime Minister also observed the experience students gain when conducting educational activities using the smart boards.

The Prime Minister stated:

Today marks a special day. The provision of the smart boards is an ultimate moment where a certain victory has been achieved from a process that was carried out over a period of time. Our education reform agenda has been developed to encompass the border aspect of the education system. Our goal is to provide every student with equal access to quality education.

Accordingly, out of the 6215 schools with secondary grades existing in Sri Lanka today, 6084 schools have smart board facilities by now. Similarly, by the end of this year, we are also working to provide the necessary internet facilities for those schools and the digital equipment required for educational administrative work as well.

Likewise, we are taking steps to introduce a digital system to discharge educational administrative work efficiently, and it is expected to manage resources of the educational process through that process.

Education is not something decided only by textbooks and exam results. There are many criteria to measure the success of a school. The engagement of children, the respect between children and teachers, and that happiness that put on children’s faces are the best criteria. A school is a place that should be similar to a child’s family. Therefore, our attention should be focused on ensuring the safety of the children in schools.

Further, expressing views on the occasion of World Environment Day, the Prime Minister stated that bringing the country towards development through an eco-friendly path has become a main objective of the government, stating that the contribution made by the younger generation for that cause is immense.

இலங்கைக்கான மூன்று நாள் உத்தியோகபூர்வ விஜயத்தினை மேற்கொண்டிருக்கும் ஐக்கிய நாடுகளின் சிறுவர் நிதியத்தின் (UNICEF) நிறைவேற்றுச் சபைப் பிரதிநிதிகள் குழு, ஜூன் 04 ஆம் திகதி அலரி மாளிகையில் பிரதமர் கலாநிதி ஹரிணி அமரசூரியவைச் சந்தித்தது.

பிரதிநிதிகள் குழுவை வரவேற்ற பிரதமர் கலாநிதி ஹரிணி அமரசூரிய, சிறுவர்களின் உரிமைகள் மற்றும் நலன்களை மேம்படுத்துவதற்காக இலங்கைக்கு யுனிசெஃப் (UNICEF) அமைப்பினால் வழங்கப்படும் ஒத்துழைப்பிற்குத் தனது நன்றிகளைத் தெரிவித்ததோடு, ’தித்வா’ சூறாவளியின் பின்னர் யுனிசெஃப் அமைப்பினால் உடனடியாக வழங்கப்பட்ட நிவாரணம் மற்றும் உதவிகளைப் பாராட்டினார்.

சிறுவர்களுக்கான சட்டப் பாதுகாப்பை மேலும் பலப்படுத்துதல், சிறுவர்களுக்கு எதிரான அனைத்து வகையான வன்முறைகளையும் தடுத்தல் மற்றும் சிறுவர்களின் போசாக்கின்மை தொடர்பான பிரச்சினைகளுக்குத் தீர்வு காணுதல் குறித்து இதன்போது கலந்துரையாடப்பட்டது.

இரு தரப்புக்கும் இடையிலான ஒத்துழைப்பை மேலும் பலப்படுத்துவதற்கு இந்தச் சந்திப்பு ஒரு முக்கியமான வாய்ப்பாகும் எனச் சுட்டிக்காட்டிய பிரதமர், இலங்கையில் வலுவான கொள்கை மற்றும் சட்டக் கட்டமைப்பு இருந்தபோதிலும், சிறுவர்கள் மற்றும் பாதிக்கப்படக்கூடிய சமுதாயத்தினர் எதிர்கொள்ளும் சவால்களுக்குத் தீர்வுகளை வழங்கும்போது, அந்தக் கொள்கைகள் மற்றும் சட்டங்களை வினைத்திறன் மிக்க விதத்தில் நடைமுறைப்படுத்துதல் மற்றும் அமுல்படுத்துதல் என்பனவற்றில் அதிக கவனம் செலுத்தப்பட வேண்டும் என வலியுறுத்தினார்.

அரசாங்கம் தற்போது முன்னெடுத்து வரும் கல்விச் சீர்திருத்தச் செயன்முறையைப் பாராட்டிய யுனிசெஃப் பிரதிநிதிகள், சிறுவர்களை மையமாகக் கொண்ட வேலைத்திட்டங்களை மேம்படுத்துவதற்கு அரசாங்கத்திற்குத் தொடர்ந்து ஆதரவளிக்கத் தயாராக இருப்பதாகவும் தெரிவித்தனர்.

இந்நிகழ்வில் யுனிசெஃப் நிறைவேற்றுச் சபையின் தலைவர் Rein Tammsaar (Estonia), உப தலைவர் Sophia Tesfamariam (Eritrea) , உப தலைவர் Alejandra Hernandez Gonzalez (Dominican Republic) உள்ளிட்ட யுனிசெஃப் நிறைவேற்றுச் சபைப் பிரதிநிதிகள், பிரதமரின் செயலாளர் பிரதீப் சபுதந்திரி, பிரதமரின் மேலதிக செயலாளர் சாகரிகா போகஹவத்த மற்றும் வெளிவிவகார, வெளிநாட்டு வேலைவாய்ப்பு மற்றும் சுற்றுலாத்துறை அமைச்சின் அதிகாரிகள் ஆகியோர் கலந்துகொண்டனர்.

"பிரஜா சக்தி" வேலைத்திட்டமானது மக்கள்நேய ஆட்சியின் ஜனநாயகப் பண்புகளை வெளிப்படுத்தும் ஒரு முக்கிய கட்டமென்றும், பிரதேசத்திற்குரிய தனித்துவமான பொருளாதார முறையை இனம் கண்டு கிராமத்தை அபிவிருத்தி செய்வதே இத்திட்டத்தின் நோக்கமாகுமெனப் பிரதமர் கலாநிதி ஹரிணி அமரசூரிய தெரிவித்தார்.

மக்கள்நேய ஆட்சியின் கீழ் மக்கள் எதிர்பார்த்த உண்மையான அர்த்தத்தை உள்வாங்கி, கிராமிய அபிவிருத்தி மூலம் நாட்டின் அபிவிருத்தியில் மக்களைப் பங்களிப்புச் செய்ய வைப்பதற்காக, கிராமிய அபிவிருத்தி, சமூகப் பாதுகாப்பு மற்றும் சமூக வலுவூட்டுகை அமைச்சினால் நடைமுறைப்படுத்தப்படும் "பிரஜா சக்தி" வறுமை ஒழிப்பு தேசிய இயக்கத்தின் "ஆயிரம் கிராமங்களில், ஆயிரம் பணிகள்" திட்டத்தின் கொழும்பு மாவட்ட ஆரம்ப நிகழ்வு, நாம்பமுணுவ கிராம உத்தியோகத்தர் பிரிவில் ஜூன் 02 ஆம் திகதி நடைபெற்ற ’பிரஜா சக்தி’ அபிவிருத்தி சபையினால் தரிசுநிலங்களாகக் கிடந்த வயல்களை மீண்டும் பயிர்செய்யும் திட்டத்தின் ஆரம்ப நிகழ்வில் கலந்துகொண்டு உரையாற்றும்போதே பிரதமர் இக்கருத்தினைத் தெரிவித்தார்.

அங்கு தொடர்ந்து கருத்துத் தெரிவித்த பிரதமர்,

"அரசின் மக்கள்நேய ஆட்சியின் ஜனநாயகப் பண்புகளை வெளிப்படுத்தும் ஒரு முக்கிய சந்தர்ப்பமாக ’பிரஜா சக்தி’ வேலைத்திட்டத்தை அடையாளப்படுத்தலாம். இந்தத் திட்டத்தின் பெயரின் உண்மையான அர்த்தம் என்னவென்றால், மக்கள்நேய ஆட்சி என்பது அரசு மாத்திரம் செயற்படுவதல்ல, மாறாக அது அரசு, அரச உத்தியோகத்தர்கள் மற்றும் மக்கள் ஆகிய அனைத்துத் தரப்புகளும் இணைந்து மேற்கொள்ளும் கூட்டு முயற்சி என்பதை உணர்ந்துகொள்வதாகும். தேர்தல்காலங்களில் மாத்திரம் ஆட்சியாளர்கள் மக்களுடன் இணைந்து இயங்குவது அல்ல, மாறாக மக்களை ஆட்சியின் ஓர் அங்கமாக மாற்றிச் செயற்பாட்டுரீதியாகவே அவர்களின் பங்களிப்பைப் பெற்றுக்கொள்ளும் எண்ணக் கருவை, இந்த ’பிரஜா சக்தி’ வேலைத்திட்டத்தின் ஊடாக சகல கிராம உத்தியோகத்தர் பிரிவுகளிலும் உள்வாங்கும் விதத்தில் ஸ்தாபித்திருக்கின்றோம்.

பெயரளவிலான வலுவூட்டல் திட்டங்கள் இதற்கு முன்பும் இருந்தன. ஆனால், அவற்றின் மூலம் மக்களுக்கு உரிய பலன்கள் கிடைக்கவில்லை. அரசியல்வாதிகள் மட்டுமே வலுவடைந்தனர். சார்ந்திருக்கும் மனநிலையிலிருந்து விடுபட்ட மக்கள், 2024 ஆம் ஆண்டில் மேற்கொண்ட மாற்றத்தை அடுத்து, நாட்டை கட்டியெழுப்பும் பொறுப்பைத் தம் கைகளில் எடுத்து இந்த வேலைத்திட்டத்துடன் இணைகிறார்கள். பொருளாதார வலுவூட்டலை இலக்காகக் கொண்டு, தமது பிரதேசத்திற்குரிய தனித்துவமான பொருளாதார முறையைக் கண்டறிந்து அதனைக் கட்டியெழுப்புவதை இந்தத் திட்டங்கள் மூலம் மேற்கொள்ள முடியும்.

உலக அரசியல் பின்னணியில் ஏற்பட்டிருக்கும் நெருக்கடி நிலைமையில், பொருளாதாரப் பாதுகாப்புக்காகத் தன்னிறைவு பெற்ற வாழ்க்கை முறையானது எந்தவொரு நாட்டு மக்களுக்கும் மிக முக்கியமானதாக அமைகின்றது. இறக்குமதி செய்ய வேண்டியவற்றை மாத்திரம் இறக்குமதி செய்வதோடு, உற்பத்தி செய்யக்கூடிய அத்தியாவசியப் பொருட்களை நாட்டிலேயே உற்பத்தி செய்ய வேண்டும். அதன் மூலம், உலகளாவிய சவால்களுக்கு முகங்கொடுக்கக்கூடிய பொருளாதாரத்தை, உணவுப் பாதுகாப்பின் மூலம் நாம் கட்டியெழுப்ப வேண்டும்.

அரசு, உத்தியோகத்தர்கள், மற்றும் பொதுமக்களுக்கு இடையே சிறந்த ஒருங்கிணைப்பைப் பேணுவதன் மூலம், இந்தத் திட்டங்களின் ஊடாக மக்களின் வறுமை ஒழிக்கப்படும்போது ஒரு வளமான நாடு உருவாவதோடு இயல்பாகவே அழகானதொரு வாழ்க்கையும் உருவாகும் எனப் பிரதமர் மேலும் தெரிவித்தார்.

கங்காராம விகாரையின், வணக்கத்திற்குரிய கிரிந்தே அஸ்ஸஜி தேரரின் வழிகாட்டலில் ஏற்பாடு செய்யப்பட்ட கொழும்பு ’புத்த ரஷ்மி’ வெசாக் வலயம், பிரதமர் கலாநிதி ஹரிணி அமரசூரியவின் தலைமையில் ஆரம்பித்து வைக்கப்பட்டது. அதனைத் தொடர்ந்து, கங்காராம விகாரை வளாகத்தில் ஏற்பாடு செய்யப்பட்டிருந்த அன்னதான நிகழ்வையும் பிரதமர் ஆரம்பித்து வைத்தார்.

மே மாதம் 31 ஆம் திகதி பிற்பகல், பிலியந்தலை தர்ம சாஸ்த்ரோத பிரிவென் விகாரையில் நடைபெற்ற ஸ்ரீ சர்வஜ்ஞ தாது (புனித சின்ன) கண்காட்சியின் ஆரம்ப நிகழ்விலும் பிரதமர் கலந்துகொண்டார். அவ்விகாரைக்கு வருகை தந்த பிரதமர் கலாநிதி ஹரிணி அமரசூரிய, விகாராதிபதி தேரரை வணங்கி ஆசீர்வாதம் பெற்றதன் பின்னர், தர்மசாலையில் வைக்கப்பட்டிருந்த புனித தாதுக்களைத் தரிசித்தார். அதன் பின்னர், பொதுமக்களும் அப்புனித சின்னங்களை வழிபடும் வகையில் புனித சின்னக் கண்காட்சியினை ஆரம்பித்து வைத்தார்.

இதனை அடுத்து, மாதின்னாகொட ஸ்ரீ சுரம்யாராம விகாரையின் விகாராதிபதி வணக்கத்திற்குரிய தொடங்கொல்லே பஞ்ஞானந்த தேரரின் வழிகாட்டலின் கீழ் ஏற்பாடு செய்யப்பட்ட கொட்டிகாவத்தை – முல்லேரியாவை வெசாக் வலயத்தினையும் பிரதமர் கலாநிதி ஹரிணி அமரசூரிய தலைமையில் ஆரம்பித்து வைத்தார்.

இந்நிகழ்வில், யமா மகா பெலஹரையை மையமாகக் கொண்டு, கொட்டிகாவத்தை – முல்லேரியாவை பிரதேச சபையின் ஒத்துழைப்புடன் அமைக்கப்பட்டிருந்த வெசாக் தோரணத்தைப் பிரதமர் ஒளியேற்றி ஆரம்பித்து வைத்தார். ஐக்கிய வர்த்தக சங்கத்தின் அனுசரணையில் நடைபெற்ற இந்நிகழ்வுடன், கொலன்னாவை இளைஞர் பௌத்த சங்கமும், கொலன்னாவை கிழக்கு மற்றும் மேற்கு சாசன பாதுகாப்பு மன்றங்களும் இணைந்து ஏற்பாடு செய்திருந்த பௌத்த பக்திப் பாடல் நிகழ்ச்சியும் நடைபெற்றது.

இந்த நிகழ்வுகளில் மகாசங்கத்தினர், அமைச்சர்களான வசந்த சமரசிங்க, சுனில் வடகல, பாராளுமன்ற உறுப்பினர் லக்ஷ்மன் நிபுணாராச்சி, வெளிநாட்டுத் தூதுவர்கள், பிரதேச சபைத் தலைவர்கள், பிரதமரின் செயலாளர் பிரதீப் சபுதந்திரி, அரச உத்தியோகத்தர்கள் உள்ளிட்ட பெருமளவானோர் கலந்துகொண்டனர்.
